Establishes a joint committee composed of five senate members (no more than three from one party) and five house members (no more than three from one party) to be known as the "Joint Committee on Missouri's Eco Friendly Solid Waste"

Directs the committee to examine Missouri's solid waste management needs and determine the best strategy for affordable and environmentally conscious long-term waste management for the next twenty-five years

Authorizes the committee to hold hearings and request staff assistance from legislative research, the committee on legislative research, the department of natural resources, the department of economic development, and the public service commission

Requires the committee to submit a final report with legislative recommendations to the general assembly by December 31, 2010, at which time the committee shall be dissolved

Prohibits the department of natural resources from issuing permits for any new nonsource separated material recovery facility until the joint committee completes its final report
