Modifies child support calculation to require consideration of factors in section 452.340 instead of a department scale and formula in administrative hearings under section 454.475.

Establishes automatic termination of child support obligations when child reaches age 21 (or age 22 in certain cases) without requiring further judicial or administrative process if the child's date of birth is in the support order or state case registry.

Adds procedures for contesting workers' compensation liens on grounds of mistake of fact, with obligor bearing burden of proof on errors in arrearage amount or obligor identity under section 454.517.

Changes section 454.557 to terminate current support obligations when the child support obligation is deemed terminated under subsection 11 of section 452.340 rather than when child reaches age 22.

Clarifies that license suspension for child support arrearages applies when obligor owes arrearage equal to three months of payments or $2,500 (whichever is less) under section 454.1003.
