Increases the Missouri Preschool Plus Grant Program capacity from one thousand to six thousand two hundred fifty students with high-quality early childhood educational services.

Expands eligible grantees to include school districts located wholly within first classification counties and the metropolitan school district, regardless of accreditation status.

Requires at least fifty percent of preschool placements to be offered through nonsectarian community-based organizations.

Provides free services to families with incomes below one hundred thirty percent of federal poverty guidelines, with sliding scale co-pays for higher-income families.

Program administered by the Department of Elementary and Secondary Education in collaboration with the Coordinating Board for Early Childhood, with grants awarded for three-year terms subject to renewal.
