Creates the "Commission on State Expenditures" with seven members: three appointed by the Senate president pro tem, three by the House speaker, and one jointly appointed member with a doctorate in economics, finance, or related field.

Commission members serve two-year terms beginning February 1, 2011, with vacancies filled by the original appointing authority; members receive no compensation but may be reimbursed for actual and necessary expenses.

Commission shall review state budget expenditures and make recommendations to identify unnecessary or excessive spending, and may also analyze political subdivision practices, state agency expenditures, federal grants, and statutory/regulatory changes.

Commission must submit an annual report titled "Recommendations on Missouri Expenditures" to the governor, Senate president pro tem, and House speaker by February 1, 2012 and each subsequent year.

Commission may establish its own rules of procedure with a constitutional majority (at least four members) required to adopt rules and approve annual reports; office of administration shall provide staff support.
