Repeals and replaces section 376.986 of Missouri law relating to the state health insurance pool coverage requirements.

Requires the pool to establish a program permitting individuals to purchase supplemental health insurance coverage for autism spectrum disorder diagnosis and treatment, available as standalone coverage or as a rider to existing pool policies.

Defines autism spectrum disorder to include autism spectrum disorder, autistic disorder, Asperger's disorder, pervasive developmental disorder not otherwise specified, Rett's disorder, and childhood disintegrative disorder as defined in the most recent Diagnostic and Statistical Manual of Mental Disorders.

Mandates coverage include psychiatric care, psychological care, habilitative or rehabilitative care (including applied behavior analysis therapy), therapeutic care, and pharmacy care prescribed by licensed physicians or psychologists.

Exempts individuals with autism spectrum disorder from preexisting condition exclusions and requires the pool to determine specific coverage parameters for applied behavior analysis therapy, including potential age limitations.
