Repeals and re-enacts section 304.022 of Missouri Revised Statutes regarding emergency vehicle right-of-way requirements and definitions.

Expands the definition of "emergency vehicle" to include vehicles operated by authorized members of fire departments, fire protection districts, volunteer fire departments, rescue squads, ambulance districts, and emergency medical services organizations while responding to emergencies or traveling to retrieve apparatus or equipment.

Requires drivers to yield right-of-way to approaching emergency vehicles with audible sirens or red/blue lights visible from 500 feet, and mandates lane changes or speed reduction when passing stationary emergency vehicles displaying such lights.

Prohibits private security firms, security guards, watchmen, and corporate loss-prevention service providers from displaying red or blue emergency lights or sounding sirens, explicitly stating these entities are not emergency vehicles.

Establishes that violations of this section constitute a class A misdemeanor and requires purchasers of emergency lights to provide sellers with an affidavit stating the lights will be used exclusively for emergency vehicle purposes.
