Adds 24 new sections to Missouri law (448.300-448.415) establishing the Uniform Common Interest Owners Bill of Rights Act governing condominiums and common interest communities with 12+ residential units.

Requires associations to adopt bylaws and budgets, hold annual unit owner meetings with proper notice (10-60 days), conduct open executive board meetings, and establish communication methods for unit owners.

Prohibits associations from denying unit access, suspending voting rights, or withholding essential services to owners with unpaid assessments; restricts foreclosure actions to situations where owners owe at least three months of assessments and executive board votes specifically to foreclose.

Grants unit owners rights to examine association records (with certain exceptions for legal matters, personnel files, and confidential information), vote by proxy or absentee ballot, and remove executive board members with majority vote.

Establishes standards for executive board fiduciary duties, reasonable rule-making with unit owner notice, and dispute resolution procedures; allows punitive damages and attorney's fees for willful violations.
