Repeals and replaces section 105.452 of Missouri law regarding prohibited acts by elected and appointed public officials and employees.

Prohibits elected or appointed officials and employees from acting in their official capacity based on payment, gifts, or campaign contributions in exchange for official acts, except lawful compensation.

Prohibits use or disclosure of confidential information obtained through employment or official capacity for financial gain.

Prohibits officials from favorably acting on matters that provide special monetary benefits to themselves, spouses, or dependent children, with exceptions for compensation increases subject to constitutional restrictions.

Prohibits licensed attorneys serving as elected officials in counties from practicing criminal law before any court in the county if they have voting authority over the court's or prosecuting attorney's budget.
