Authorizes the Missouri Highways and Transportation Commission to designate existing lanes or construct new lanes on state highways as high occupancy vehicle (HOV) lanes with minimum occupancy requirements determined by the commission.

Allows the commission to convert HOV lanes to high occupancy toll (HOT) lanes with federal approval, permitting vehicles not meeting occupancy requirements to use the lane upon payment of a toll.

Establishes toll collection methods including toll tickets, billing accounts, commuter passes, license plate recognition technology, and electronic identification devices.

Makes unauthorized use of HOV lanes and failure to pay required tolls on HOT lanes infractions punishable by a fine not exceeding $200 and court costs.

Authorizes use of photo monitoring systems to enforce toll collection, with evidence admissible in court proceedings and summonses mailed to vehicle owners within 21 days of violations.
