HB2428 Summary

• Establishes the Missouri Health Policy Authority within the Department of Health and Senior Services, effective September 1, 2010, composed of 11 voting members appointed by the governor, legislature leadership, and 9 non-voting ex officio members from state agencies.

• Transfers operational and purchasing responsibility to the authority effective July 1, 2011, for MO HealthNet (regular medical portion), State Children's Health Insurance Program, Ticket to Work Program, management information systems, drug formulary programs, and state employee health plan.

• Authorizes the authority to develop a statewide health policy agenda combining health care purchasing with public health promotion strategies, and to assume additional Medicaid programs and state agency health purchasing functions by 2012-2013 based on legislative recommendations.

• Creates an Office of Health Professions Workforce Planning within the authority to address shortages and maldistribution of health care professionals, and an Office of Inspector General to oversee, audit, and investigate state-purchased health insurance programs.

• Establishes the position of Missouri Chief Health Officer appointed by the governor with Senate confirmation, responsible for serving as state board of health chair, authority member, and promoting public health indicators including tobacco use, obesity, immunizations, and disease prevention.
