Repeals and replaces section 190.325 of Missouri law regarding central dispatching services for emergency services in first classification counties.

Allows county commissions in first classification counties to use emergency telephone tax revenues for central dispatching of fire protection, emergency ambulance service, and other emergency services, including communications and equipment purchase and maintenance.

Caps the emergency telephone tax at a maximum rate of $1.30 per line per month, with tax collected monthly and remitted to the governing body within one month; service suppliers receive a 2 percent collection fee.

Permits municipalities and other political subdivisions to contract with the central dispatching board for services or equipment rather than join the system, without requirement to participate.
