State departments and agencies must review all service and licensing fees by December 31, 2010, to determine if current fees cover actual costs, with the Office of Administration overseeing implementation.

Agencies may increase fees by regulation to cover actual costs and must maintain documentation of the basis for increases and submit annual reports to the Office of Administration by January 31st beginning in 2012.

One-half of savings from fee increases must be refunded to taxpayers pro rata based on Missouri state income tax liability, with the Department of Revenue administering the refunds.

One-half of savings from fee increases must be deposited into a new "Business Startup and Entrepreneurial Development Fund," with the Department of Economic Development using these funds to establish programs for new business startups and entrepreneurial development.

Agencies' core state appropriations will be reduced by the amount of savings realized from fee increases, and the Office of Administration must submit annual reports to the Governor and General Assembly detailing all fee increases by February 15th beginning in 2012.
