Repeals and replaces sections 210.101 and 210.102 of Missouri Revised Statutes regarding the Missouri Children's Services Commission.

Restructures commission membership to include director designees from seven departments (corrections, elementary and secondary education, higher education, health and senior services, mental health, public safety, and social services); one family or juvenile court judge; two House members (one from each party); two Senate members (one from each party); and five at-large members appointed by the governor representing pediatricians, family physicians, hospital administrators, children's advocacy organizations, and parents.

Removes requirement for separate family court judge appointment and reduces legislative representation from four to two members each in the House and Senate.

Expands commission duties to include developing measurable outcome goals for state agencies and providing policy recommendations to the governor and general assembly.

Establishes the Coordinating Board for Early Childhood as a body within the commission with nine governor-appointed members representing business, philanthropy, civic groups, faith-based organizations, parents, and early childhood providers, with powers to develop statewide early childhood strategy plans and administer a dedicated fund.
