Establishes the "Good Jobs First Act" requiring development subsidies of $25,000 or more to meet strict job creation, wage, and benefit standards to receive or maintain funding.

Mandates granting bodies and recipient corporations file detailed applications and annual progress reports to the Department of Economic Development tracking job creation, wages broken down by hourly rate bands, and health care coverage provided.

Limits subsidy cost per job to a maximum of $35,000 and requires wages equal to at least 85% of average regional wages (75% for small businesses) with approved health care coverage within 90 days of employment.

Requires recipient corporations to create required jobs and maintain wages within two years, maintain 90% of parent company employment in Missouri, and face pro-rata recapture of subsidies for failing to meet targets or three consecutive years of default.

Establishes enforcement mechanisms including fines of $500-$1,000 per day for non-compliance, taxpayer right to sue for enforcement, public disclosure of all subsidy records, and prohibition on receiving multiple simultaneous development benefits.
