Office of Administration shall promulgate rules for certifying women's and minority business enterprises as defined in section 37.020

Establishes reciprocity between a home rule city with more than 400,000 inhabitants located in more than one county and the Office of Administration for certification of women's and minority business enterprises

Reciprocity requirement does not prevent women's and minority business enterprise applicants from paying all application fees associated with the certification process

Repeals and replaces section 37.023, RSMo
