Creates the "Controlled Substances Registration Database Fund" in the state treasury to be funded by registration fees collected under section 195.030 in excess of actual operating costs.

From July 1, 2010 through June 30, 2012, excess registration fees shall be used to develop and implement a controlled substances database for the Bureau of Narcotics and Dangerous Drugs.

Beginning July 1, 2012, the bureau may retain $100,000 annually in the fund for database maintenance, with any excess reverting to the general revenue fund.

Fund moneys are not subject to the normal biennial reversion requirement and shall be invested like other state funds with interest credited back to the fund.

Declares the act an emergency measure effective July 1, 2010, or upon passage and approval, whichever is later.
