Establishes the "Missouri Firearms Freedom Act" (sections 21.740-21.746 of Chapter 21, RSMo) to exempt firearms, firearm accessories, and ammunition manufactured and kept within Missouri from federal regulation under interstate commerce authority.

Exempts Missouri-manufactured firearms and accessories from federal law if they remain within state borders and are made from basic materials or generic parts, with the exception of certain weapons including those with bore diameters greater than 1.5 inches, crew-served weapons, explosive ammunition, and firearms that discharge multiple projectiles with one trigger activation.

Requires firearms manufactured or sold in Missouri under this act to have "Made in Missouri" clearly stamped on a central metallic part such as the receiver or frame.

Declares that generic and insignificant parts (springs, screws, nuts, pins) and basic materials (unmachined steel, unshaped wood) are not subject to federal regulation and can be incorporated into Missouri-made firearms without subjecting those firearms to federal oversight.

Asserts the legal authority for the act based on the Ninth and Tenth Amendments, the Second Amendment as understood in 1821, and Article I, Section 23 of the Missouri Constitution regarding the right to keep and bear arms.
