Establishes a seven-member State Sovereignty Commission with members appointed by the governor (2), president pro tempore of the senate (2), speaker of the house (2), and chief justice of the supreme court (1)

Directs the commission to identify proposed federal legislation that infringes on Missouri's state sovereignty under the Tenth Amendment and advise the General Assembly on necessary state legislation

Requires each member of the Missouri Congressional delegation to make themselves available annually to answer the commission's inquiries regarding votes on proposed federal legislation affecting state sovereignty

Authorizes the commission to refer cases to the attorney general when the federal government requires the state to enforce federal law outside Congress's enumerated powers, allowing the attorney general to seek appropriate relief

Becomes effective only upon approval by a majority of Missouri voters at an election scheduled for the Tuesday following the first Monday in August 2010
