Repeals sections 21.475 (Joint Committee on Wetlands) and 21.780 (county salary review committee) and establishes a new Joint Committee on Missouri's Future composed of five senate members and five house members, appointed by the president pro tem and speaker respectively.

Committee membership limited to no more than three members from each political party from either chamber, with a majority constituting a quorum but majority concurrence required for determinations.

Charges the committee with examining issues impacting Missouri's future, developing long-term strategies for economic prosperity, citizen health, education system improvements, infrastructure and transportation investment, and other vital areas.

Requires the committee to develop three, five, ten, and twenty-year plans for the general assembly and implement ten-year budget forecasting to ensure long-term financial soundness of the state.

Committee authorized to solicit input from state departments, agencies, political subdivisions, and the public; must issue annual reports to the general assembly by January 1 each year beginning in 2011 with findings and recommendations.
