Repeals sections 167.640 and 167.645 and enacts new section 167.650 establishing comprehensive student progression standards including performance evaluation, grade-level reading benchmarks, and alternative placements for repeatedly retained students.

Requires school districts to prioritize remedial resources for students not reading at grade level by end of third grade and those failing to meet promotion performance levels.

Mandates mandatory retention for third grade students scoring below proficient on statewide reading assessments beginning 2012-2013 school year, with limited good cause exemptions including English language learners, students with disabilities, and portfolio demonstrations of grade-level proficiency.

Requires intensive reading interventions for retained students including minimum 90 minutes daily scientifically-based instruction, small group instruction, tutoring, and participation in summer reading programs, with options for midyear promotion upon demonstrated reading proficiency.

Establishes Reading Enhancement and Acceleration Development (READ) Initiative for K-3 students at risk of retention and intensive acceleration classes for retained third graders, requiring use of state-identified reading curricula reviewed by a higher education institution and regular progress reporting to parents and state board.
