Allows parents/guardians to enroll children in public schools outside their resident district beginning July 1, 2011, subject to capacity and admissions requirements.

Requires notification to both home and receiving districts by January 15 preceding the school year, with late requests allowed until third Friday in July if good cause exists (family relocation, foster care, adoption, substance abuse/mental health treatment, or unaccredited home district).

Receiving districts must use random lottery admissions if capacity is insufficient, with preference given to siblings of already-enrolled students; districts may deny enrollment based on class size and teacher-pupil ratio policies.

Home district remains responsible for paying per-pupil costs to receiving district, plus any federal or state aid received; receiving district may charge parents up to 25% of cost difference (maximum $1,000) if their district's per-pupil cost is higher.

Special education students require individualized education program team verification that receiving district can meet their needs; once enrolled, students cannot re-enroll if they withdraw, and must follow application procedures to transfer to another district.
