Repeals the "Teacher Tenure Act" effective June 30, 2011 and replaces it with the "Teacher Continuing Contract Act" effective July 1, 2011.

Requires school districts to adopt Charlotte Danielson's "Framework for Teaching" rubric as the teaching standards for teacher evaluation purposes.

Changes permanent teacher status from 5 years of employment to 4 successive years after July 1, 2011, with one year waived for teachers with 2+ years of experience as a mentor teacher in another school system.

Establishes continuing contracts for permanent teachers lasting up to 3 years with contract length based on performance evaluation scores: top 25 percent receive 3-year contracts, second quartile receive 2-year contracts, and lowest 50 percent receive 1-year contracts.

Permits school boards to base continuing contract modifications on performance-based evaluations and salary schedule elements beyond degree and years of service, such as certifications in high-need subjects and demonstrated ability to improve student learning.
