Replaces the Teacher Tenure Act with a new Teacher Continuing Contract Act effective July 1, 2011, changing permanent teacher contracts from indefinite tenure to 1-3 year renewable terms based on performance evaluation scores.

Expands charter school locations to unaccredited school districts and districts with Title I schools in improvement levels 3-5, and allows mayors of certain cities to sponsor workplace charter schools.

Establishes mandatory reading retention for third grade students who do not score proficient on state reading assessments, with limited good-cause exemptions and intensive intervention requirements including minimum 90 minutes daily scientifically research-based reading instruction.

Creates open enrollment allowing students to transfer between public school districts starting in 2011-2012 school year, with receiving districts determining per-pupil cost adjustments up to $1,000 or 25% of cost difference.

Mandates performance-based teacher evaluation using Charlotte Danielson's Framework for Teaching standards, with evaluation scores determining contract length (3 years for top 25%, 2 years for middle 50%, 1 year for bottom 25%).
