Repeals and replaces sections 71.012, 71.014, and 71.015 of Missouri law regarding municipal annexation procedures.

Prohibits annexation under voluntary petition procedures if within the preceding five years the city annexed other property and the same person owned both the previously annexed property and the new property proposed for annexation.

Defines "person" to include natural persons, corporations, limited liability companies, partnerships, trusts, and related entities under common control, as well as parties to written annexation agreements.

Allows voluntary annexation by petition of all property owners without public hearing or election, but triggers standard annexation procedures (including public hearing and potential election) if written objections are filed by at least 5% of city voters or 2 qualified voters in the proposed area.

Establishes that cities must develop and present a plan to provide municipal services (police, fire, water, sewer, streets, parks, refuse collection) within three years of annexation, with failure to comply creating grounds for deannexation lawsuits by residents.
