Expands section 260.247 to include solid waste processing facilities in addition to solid waste collection services, requiring cities or political subdivisions to notify private entities when entering the solid waste processing business.

Requires a 5-year waiting period before a city or political subdivision can commence ownership or operation of a solid waste processing facility, compared to the existing 2-year period for solid waste collection services.

Requires cities or political subdivisions to renotify private entities if they do not exercise their option to provide services within 6 years of a solid waste processing facility notice (compared to 3 years for collection services).

Mandates that if a city contracts for or operates solid waste processing services substantially similar to existing private services, the amount paid must be at least equal to what private entities would have received during that period.

Applies only to private entities servicing 50 or more residential accounts or any commercial accounts in the affected area.
