Requests the state conduct a comprehensive curriculum audit either externally or internally, performed by a company that has completed at least thirty audits in the past three years.

Directs the state to develop a clear and measurable scope-and-sequence of all tested skills and intermediate skills, published as parallel test items and descriptions available to students, parents, teachers, and the public.

Requires the state to conduct deep alignment of curriculum, instruction, and assessment at the state level using clear and measurable standards, then develop a user-friendly model curriculum guide for districts to use optionally.

Instructs the Chief Clerk of the Missouri House of Representatives to send copies of this resolution to the Missouri State Board of Education and the Commissioner of Education of the Department of Elementary and Secondary Education.
