Encourages President Barack Obama to reinstate Executive Order Number 12612, originally issued by President Ronald Reagan on October 26, 1987, regarding federalism and division of governmental responsibilities between federal and state governments.

References eight foundational principles of federalism from Reagan's executive order, including that political liberties are best assured by limiting the national government's size and scope, and that states possess constitutional authority over most domestic concerns.

Notes that President Bill Clinton rescinded Executive Order Number 12612 in 1998.

Directs the Missouri House Chief Clerk to prepare an inscribed copy of the resolution to send to President Obama.
