Promotes the use of sound scientific research and data from unbiased university studies in stream management decisions by federal and state agencies.

Calls for federal and state agencies and their commenting groups to base decisions on unbiased scientific university studies and proven, long-standing landowner practices rather than policy goals.

Applies to stream activities within high banks including streambank stabilization, gravel removal, excavation, and willow removal.

Directs the Missouri House Chief Clerk to send copies of the resolution to the Army Corps of Engineers, Bureau of Land Management, Fish and Wildlife Service, Environmental Protection Agency, Department of Agriculture, Missouri Department of Conservation, Missouri Department of Agriculture, and Missouri Department of Natural Resources.
