Asserts that states are not under unlimited submission to the federal government and that the Constitution represents a compact where states delegated specific powers while retaining residuary rights.

Lists 18 enumerated powers of Congress in Article I, Section 8 of the Constitution as the exclusive scope of federal legislative authority.

Declares that any assumption of undelegated powers by the federal government is unauthorized, void, and of no force.

Establishes that each state has the right to judge federal infractions and that nullification of unconstitutional federal acts is the rightful remedy when powers are assumed beyond those delegated.

Directs the Chief Clerk of the Missouri House of Representatives to send copies of this resolution to each member of the Missouri Congressional delegation.
