Urges U.S. Congress and Missouri's Congressional delegation to refuse to enact cap and trade emissions legislation that would increase costs for Missouri residents and businesses.

Argues that cap and trade would dramatically increase electricity rates since Missouri produces over 80% of its electricity from coal, resulting in higher costs for businesses, farms, and residential consumers.

Contends the program would increase gasoline and heating oil prices, disproportionately affecting seniors, working families, family farms, and small businesses.

Claims cap and trade would make Missouri less competitive for economic development and job creation, while not reducing global greenhouse gas emissions if industries relocate to countries with less stringent standards.

Directs the Missouri House Chief Clerk to send inscribed copies of the resolution to the U.S. House Speaker and Clerk, Senate President Pro Tempore and Secretary, and Missouri's Congressional delegation.
