Requests Missouri's statewide elected officials oppose the EPA's December 7, 2009 endangerment finding on greenhouse gases (CO2, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride).

Urges the EPA to rescind its formal endangerment finding on greenhouse gases, citing concerns that implementation will cost Missouri jobs and raise electric rates.

Calls on Missouri's Congressional delegation to vote against H.R. 2454, the American Clean Energy and Security Act of 2009 (also known as "Waxman-Markey" or "Cap and Trade").

Emphasizes that Missouri obtains approximately 80-85% of electrical energy from coal and has among the lowest electricity rates in the nation, ranking as one of only three states to see rates drop from 2000-2008.

Proposes focusing on cleaner coal technology such as Ultra Supercritical Pulverized Coal rather than cap-and-trade systems that would increase costs and reduce baseload energy production.
