Designates November 13, 2010, as "Buck O'Neil Day" in Missouri to honor the baseball pioneer and first African-American coach in Major League Baseball.

Recognizes O'Neil's accomplishments as a Kansas City Monarchs player and manager, including leading the team to league titles in 1948, 1950, 1951, and 1953.

Acknowledges O'Neil's work as a Chicago Cubs scout from 1956 to 1988, helping sign Hall of Famer Lou Brock and other major league stars.

Honors O'Neil's role as Chair of the Board of Directors of the Negro League Baseball Museum from 1990 until his death in 2006, preserving African-American baseball history.

Requests the Governor issue a proclamation recognizing the designated day and instructs the House Chief Clerk to provide a copy of the resolution to Governor Jay Nixon.
