Urges United States Congress to pass legislation addressing climate change consequences, protecting energy and economic security, promoting job development, and reducing greenhouse gas emissions.

Requires national legislation to protect low- and moderate-income Americans from increased energy costs and support alternative energy sources including wind, solar, and wave energy.

Requires national legislation to prepare for climate change effects on infrastructure, natural environment, and economy while not preempting more restrictive state efforts to control greenhouse gas emissions and encourage renewable energy.

References pending federal legislation including H.R. 2454 (American Clean Energy and Security Act) and S. 1733 (Clean Energy Jobs and American Power Act) as models for addressing climate change.

Directs Missouri House Chief Clerk to send copies of resolution to President Obama, U.S. Senate and House leaders, and Missouri's Congressional delegation.
