Notes that Taiwan's participation in ICAO is necessary to ensure international flight plans, regulations, and procedures are complete, and references the 1994 U.S. Taiwan Policy Review supporting Taiwan's participation in appropriate international organizations

Acknowledges Missouri's Sister State relationship with Taiwan established in 1980

Directs the Chief Clerk of the Missouri House of Representatives to send inscribed copies to the U.S. Secretary of State, U.S. Secretary of Transportation, Missouri's Congressional delegation, and the Taipei Economic and Cultural Office in Kansas City
