Urges the U.S. Environmental Protection Agency to maintain the current eight-hour primary ozone standard of 0.075 parts per million and not implement a lower proposed standard issued on January 6, 2010.

Objects to revising the ozone standard less than two years after the current standard was established as premature.

Requests the EPA establish a separate designation for rural nonattainment areas rather than including rural areas in neighboring metropolitan nonattainment designations.

Expresses concern that lower ozone standards would increase compliance costs in rural areas and harm economic growth and job creation.

Directs the Missouri House Chief Clerk to send inscribed copies to the President, EPA Administrator Lisa Jackson, and Missouri's Congressional delegation.
