Advises the Commissioner of Education and State Board of Education to carefully review Missouri's second application for "Race to the Top" federal funds to ensure federal goals do not override state legislative goals.

Directs state education officials to ensure Missouri does not cede control over education policy to the federal government and maintains current flexibility afforded to school districts.

Reserves the right for the Missouri General Assembly to opt out of the "Race to the Top" program at any time.

Advises Missouri's Congressional Delegation to respect principles of state control and local accountability in deliberations on reauthorization of the federal Elementary and Secondary Education Act.

Instructs the House Chief Clerk to send inscribed copies to the Commissioner of Education, State Board of Education, and all members of the Missouri Congressional Delegation.
