Submits to Missouri voters a constitutional amendment to reduce the size of the House of Representatives from 163 members to 103 members, effective beginning with the 97th General Assembly.

Repeals and replaces sections 2 and 9 of article III of the Missouri Constitution to implement the reduced membership and adjust the reapportionment process accordingly.

Maintains the existing reapportionment commission process for dividing the state into representative districts, with commissioners appointed by congressional district committees and the governor.

Requires the reapportionment commission to divide the state population by 103 (instead of 163) to establish each district's population target, with districts remaining contiguous and as compact as possible.

Schedules the amendment for voter approval at the general election held in November 2010 or at a special election called by the governor.
