Submits to Missouri voters a constitutional amendment to section 8, article III of the state Constitution on the ballot at the general election held on Tuesday following the first Monday in November 2010, or at a special election called by the governor.

Repeals the current eight-year term limit restriction and replaces it with a sixteen-year total service limit in the General Assembly, allowing service in any proportion between the House of Representatives and the Senate.

Excludes from the calculation any service resulting from elections prior to December 3, 1992, and any partial terms of less than one year for House members or two years for Senate members serving to complete another person's term.

Sets the official ballot language to state that a "yes" vote allows legislators to serve sixteen years total in either house or both houses of the General Assembly, while a "no" vote maintains current restrictions.
