Submits to Missouri voters a constitutional amendment to be voted on at the general election in November 2010 or at a special election called by the governor.

Repeals Section 29 of Article IV of the Missouri Constitution and replaces the Highways and Transportation Commission with a single Director of Transportation appointed by the governor with senate confirmation.

Eliminates the commission structure, including provisions for member qualifications, compensation, terms, and political party balance requirements.

Grants the department authority over the state highway system, aviation, railroads, mass transportation, ports, and waterborne commerce, with authority to limit access to transportation facilities for safety reasons.

Allows current commission members to continue serving until a director is appointed and confirmed by the senate.
