Submits a constitutional amendment to Missouri voters at the November 2010 general election (or special election called by the governor) to add Section 35 to Article I of the Missouri Constitution.

Prohibits laws from compelling any person, employer, or health care provider to participate in any health care system, and prevents penalties or fines for direct payment for lawful health care services.

Allows persons and employers to pay directly for lawful health care services without penalties, and permits health care providers to accept direct payment without penalties or fines.

Protects the purchase and sale of health insurance in private health care systems from being prohibited by law or rule, subject to reasonable and necessary regulations.

Preserves existing laws and regulations as of January 1, 2010, and does not affect workers' compensation requirements or which health care services providers are required to perform.
