Submits a constitutional amendment to Missouri voters at the general election in November 2010 (or at a special election called by the governor) to add Section 38(e) to Article III of the Missouri Constitution.

Prohibits expenditure of public funds for abortion not medically necessary to save the mother's life, abortion services, human cloning, or prohibited human research.

Defines "abortion" as intentional destruction of an embryo or fetus or intentional termination of pregnancy with intent other than to increase probability of live birth or remove a dead or dying unborn child.

Defines "prohibited human research" to include research utilizing organs, tissues, or cellular material from deceased children without proper parental consent or from living children when intended to cause harm or death.

Makes the constitutional amendment self-executing and severable, allowing remaining provisions to remain valid if any provision is found unconstitutional.
