Submits constitutional amendment (Article I, Section 35) to Missouri voters at the November 2010 general election or special election called by the governor.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system, either directly or through penalties or fines.

Permits persons and employers to pay directly for lawful health care services without penalty, and allows health care providers to accept direct payment without penalty.

Protects the purchase and sale of health insurance in private health care systems from prohibition, subject to reasonable rules that do not substantially limit options.

Preserves existing laws and rules in effect as of January 1, 2010, workers' compensation provisions, and does not affect which health care services providers are required to perform or which services are legally permitted.
