Submits to Missouri voters a constitutional amendment to be voted on at the next general election in November 2010 or at a special election called by the governor.

Prohibits any law or rule from compelling persons, employers, or health care providers to participate in any health care system, either directly or through penalties or fines.

Allows persons and employers to pay directly for lawful health care services without penalty, and permits health care providers to accept direct payment without facing fines or penalties.

Permits the purchase and sale of health insurance in private health care systems, subject to reasonable rules that do not substantially limit a person's options.

Clarifies that the amendment does not affect mandatory health care services, workers' compensation laws, existing laws as of January 1, 2010, or terms of health care systems that do not penalize direct payment.
