Submits a constitutional amendment to Missouri voters at the general election in November 2010 or at a special election called by the governor for adoption or rejection.

Repeals and replaces Section 17 of Article IV of the Missouri Constitution to expand term limit restrictions on statewide elected officials.

Extends the two-term limit (with restrictions on succession) to the lieutenant governor, secretary of state, attorney general, and state auditor, applying the same limitations previously applicable only to the governor and state treasurer.

Maintains four-year terms for the governor, lieutenant governor, secretary of state, state treasurer, and attorney general, with the state auditor having a two-year initial term followed by four-year terms for successors.

Clarifies that appointive executive department heads serve at the governor's pleasure with senate confirmation, and adds gender-neutral language ("or her") to auditor references.
