Submits to Missouri voters in the 2010 general election a proposed amendment to Article I of the state constitution establishing a right to direct payment for health care services.

Prohibits state law or rules from compelling any person, employer, or health care provider to participate in any health care system through direct or indirect means, including penalties or fines.

Allows persons and employers to pay directly for lawful health care services without penalty and permits health care providers to accept direct payment without facing penalties or fines.

Preserves the right to purchase or sell health insurance in private health care systems subject to reasonable rules that do not substantially limit a person's options.

Excludes from the amendment's scope requirements for specific health care services, existing laws as of January 1, 2010, workers' compensation provisions, and regulations that do not punish direct payment arrangements.
