Submits to Missouri voters a constitutional amendment to article XII, section 2(b) of the Missouri Constitution for approval at the November 2010 general election or special election called by the governor.

Changes the voting requirement to amend the Missouri Constitution from a simple majority to at least three-fifths of votes cast on the proposed amendment.

Allows any measure adopted by simple majority vote between November 1, 2001, and November 1, 2010, to be repealed by simple majority vote, with technical amendments permitted to address affected portions of the constitution.

Maintains existing requirements that each proposed amendment contain no more than one amended and revised article or one new article with a single subject, and that amendments be published in newspapers before the election.

Preserves the requirement that each amendment be voted on separately, allowing voters to approve or reject amendments individually.
