Submits to Missouri voters a constitutional amendment repealing and replacing section 3 of article XIII, effective after the 2010 general election.

Requires the Missouri Citizens' Commission on Compensation for Elected Officials to file separate compensation schedules beginning December 1, 2012: one for elected state officials and judges (except municipal judges), and a separate schedule for general assembly members.

Compensation schedules become effective July 1 following filing unless disapproved by concurrent resolution with a two-thirds majority vote before February 1 of the following year.

Allows the general assembly to provide uniform cost-of-living increases or decreases for state employees and extend these to affected officials, but no increase or decrease for commission-affected persons may exceed the uniform amount granted to other state employees.

Delays implementation of compensation schedules for general assembly members until January 1, 2009.
