Submits to Missouri voters a constitutional amendment to be voted on at the November 2010 general election or a special election called by the governor

Repeals section 50 of article III of the Missouri Constitution and replaces it with a revised version

Changes the signature requirement for constitutional amendment initiative petitions from eight percent of legal voters in each congressional district to eight percent of legal voters in two-thirds of congressional districts

Maintains the five percent signature requirement for initiative petitions proposing laws in each congressional district

Retains existing requirements that petitions be filed at least six months before the election and contain the full text of the proposed measure
