Submits to Missouri voters a constitutional amendment to be voted on at the general election in November 2010 or at a special election called by the governor

Repeals and replaces Section 2 of Article I of the Missouri Constitution to add language recognizing "a natural right to economic freedom" and "the enjoyment of the gains of their own industry"

Retains existing constitutional language affirming natural rights to life, liberty, and pursuit of happiness, and equal rights and opportunity under law

Establishes that government's principal purpose is to secure these rights, including the new economic freedom provision, and that failure to do so constitutes a failure in government's chief design
