Submits to Missouri voters a constitutional amendment to article III, section 34 for approval at the general election in November 2010 or at a special election called by the governor

Requires revision, digestion, and promulgation of all general statute laws in 1949 and at least every ten years thereafter, with no additional compensation for legislators involved in the revision process

Mandates that the Revisor of Statutes automatically remove any section of law with a specific expiration or termination date applying to an entire section or sections after adjournment of a regular session or sine die adjournment in the calendar year following the year of expiration or termination

Updates constitutional language to use gender-neutral pronouns ("or her") in reference to senators and representatives
